Special Permit to Travel in and out of Vientiane Capital during the Lockdown Phase

On 10 May 2021, the Division of Health of Vientiane Capital (“DH.VTE”) issued Notice No. 378/DH (the “Notice”) requiring that those wishing to travel in and out of Vientiane Capital must apply for a permit from the COVID-19 Taskforce Committee to travel during the lockdown period up to 20 May 2021, or a further lockdown period if it is extended.

To apply for a permit, the following documents are required:

Category	Required documents
For government officials travelling to other provinces to perform their duties	A permission or assignment letter from their office
For legal entities in the private sector	A request letter from their company
For general individuals/people	A certificate from their village chief Persons who are not well (with general illness) but have not seen a doctor require a certificate from the village chief. Patients coming from a hospital require a medical certificate from the hospital.
For those from the provinces who are in Vientiane and wish to return home	ID card, family book, or resident certificate issued by the village chief
For foreigners who enter into the Lao PDR and stay in Vientiane Capital for one month	A COVID-19 test with a negative result from the Epidemiological Laboratory Center

Conditions to apply for a permit:

Category	Required documents
Lao or foreign individuals travelling from Vientiane Capital to the provinces	A certificate of the authority of the province where they will travel to.
Lao or foreign individuals travelling from the provinces to Vientiane Capital	A permit issued by the Taskforce Committee located in the relevant province
Governmental high officials/leaders, ambulances, fire trucks, and COVID-19 Taskforce Committee vehicles	No permit required
Drivers of cargo and goods transport vehicles that have already obtained a permit from the Division of Public Works and Transportation	No further permit required, unless there are other passengers

To apply for a permit, submit a request letter and the required documents via WhatsApp on 020 5919 4224 and 020 7628 0640 (in person submissions at offices will not be accepted).

Remarks: The application must specify the reason for travelling in or out of Vientiane Capital, the origin and destination, vehicle details, name and telephone number of the driver, the number of travelers, and the dates of departure and return.
