E-Cigarettes and Vaping Devices Now Banned in Myanmar

E-Cigarettes and Vaping Devices Now Banned in Myanmar

Based on guidance issued by the World Health Organization specifying that the use of e-cigarettes poses significant health risks and is a public health concern, on 18 February 2026, the Ministry of Health issued Order No. 8/2026(“Order 8”),designating e-cigarettes, e-shisha, and related products as essential goods, and prohibiting the importation, exportation, sale, possession, storage, distribution, and consumption of such products pursuant to Section 4(a) of the Essential Supplies and Services Law. The order is effective immediately.

Order 8 details the vaping and e-cigarette products subject to the ban, as follows:

  1. Holders and casings
  2. Mouthpieces, hoses, rubber/silicon grommets
  3. E-liquids
  4. E-liquid containers and vases
  5. Atomizers, heating coils/ovens
  6. Flow sensors
  7. Microprocessors/computers
  8. Batteries, chargers, and cables
  9. Scent and flavor additives
  10. Carrying cases
  11. Cleaning tools
  12. Other related products

Penalties for violations

Violators of this ban will be subject to imprisonment forup to three years and a fine of MMK500,000. Additionally, any supplies found will be confiscated and destroyed. Thus, not only suppliers, but also individuals who use e-cigarettes and similar products may be subject to such penalties.
