The Project Bank: New Myanmar Rules on PPP, Tenders and Government Guarantees
27 February 2019
Pan Pacific Hotel, Yangon, Myanmar

Towards the end of 2018, the Office of the President has issued a new notification on the establishment of a “Project Bank”. Hereby, the MOPF will create a public database of infrastructure projects in Myanmar. But the regulation goes much further than that. New rules are provided on managing PPP projects, on government guarantees and on approval processes.

The regulation also pushes the discussion forward on government guarantees and it regulates when government departments need to tender projects competitively. The regulation also provides new rules on unsolicited proposals.

In this unique practical workshop, VDB Loi shares its insights on the impact of the new rules on existing and planned projects.

  • How are unsolicited proposals for projects still possible?
  • Must all projects now be tendered?
  • What are the new rules on government guarantees?
  • Must all projects be registered with the Project Bank?
  • What happens to projects already under negotiation?
  • Provisions required to be included in a PPP contract under the new rules.
  • Corporatization of SOEs: what are the new rules?
